The former sometimes is a proper gambit, if black chooses to hold on to the pawn, or can lead to some sharp play when black decides to give back the pawn - on his terms - in a later moment.
The latter - not taking the pawn - is far more popular, leading to several variations, such as the Tarrash, Ragozin, Rubinstein Attack, Slav Defens and Chigorin Defense. These openings all have their own fair deal of theory and several books have been written on these topics.
It's almost needless tot say that almost all world champions and top players have played the Queen's Gambit with both the white and the black pieces. If you're not afraid of positional play and studying some theory playing the Queen's Gambit with white should be a logical choice. If you want to try sometimes else than the Indian Defenses with black, This may well be called the standard work on the Ragozin, for both white and black, and for all levels.
